This Act shall be known as the “National Dues Act of 2025.”
SECTION 2: PURPOSE
The purpose of this Act is to establish a structured and equitable system for the financial contributions of all nationals of the Echadi Nation Republic (ENR), ensuring the Nation’s advancement and sustainability as prescribed in Unit II, Article 16 of the Echadi Nation Republic Constitution.
SECTION 3: IMPLEMENTATION OF NATIONAL DUES
1. Commencement Date: National dues shall take effect on May 1, 2025.
2. Minimum Contribution: Every household shall contribute a minimum of $75 per month as a commitment to the development, governance, and sustainability of the ENR.
3. Tiered Contribution System: Contributions shall be determined based on financial capability, ensuring an equitable system:
• Tier I – Standard: $75 per month (minimum)
• Tier II – Enhanced Support: $100 per month
• Tier III – Nation Builder: $150 per month
• Tier IV – Guardian Benefactor: $250+ per month
4. Annual Review: The Ministerial Congress shall convene annually to review the dues structure and determine necessary adjustments based on national needs.
SECTION 4: RESPONSIBILITY OF NATIONALS
All nationals of the Echadi Nation Republic bear a legal and moral responsibility to contribute to the advancement of the Nation, as mandated under Unit II, Article 16 of the ENR Constitution.
SECTION 5: CONSEQUENCES OF NON-COMPLIANCE
Failure to meet the contribution requirements for 60 consecutive days shall result in the immediate suspension of all national services and privileges. To reinstate any national services or domicile status, the individual must be fully caught up on all outstanding dues before restoration.
1. Revocation of Domicile Status – As domicile is a form of protection granted in exchange for national dues, non-payment shall result in its forfeiture.
2. Ineligibility for National Benefits – Nationals who do not contribute will lose access to services provided by the ENR government.
SECTION 6: ENFORCEMENT & ADMINISTRATION
1. The Ministry of Justice shall oversee the enforcement of this Act, ensuring compliance and adherence.
2. The Ministry of Economics and Engineering shall collect, manage, and allocate funds in accordance with national priorities.
3. Nationals experiencing financial hardship must submit a formal request for review to the Dues Adjustment Council, which will determine alternative arrangements on a case-by-case basis.
SECTION 7: SIGNATORIES
This Act is hereby enacted by the authority of the Ministerial Congress of the Echadi Nation Republic and shall take full effect as law.
